Telefonica de Espana has been fined 11 million euro by the Telecommunications Market Commission (CMT), the Spanish telecom regulator. The telecommunications company has been found guilty of violating access conditions in connection with the price for its wholesale ADSL service.

The Europa Press reported that the CMT holds the company ‘directly responsible for a very serious offence’. It has said that the implementation of bitstream access services was intentionally delayed by a year by Telefonica, due to which the ability of its rivals was also constrained. 

However, Telefonica has issued a statement saying that it will appeal against the fine, and that it had begun providing ‘naked’ DSL services to all operators who had asked for it within four months of the time it was given by the CMT to begin offering the service.
